Job Description:
The Team Manager / ISSO serves as the primary contractor lead for contract performance while fulfilling official ISSO responsibilities. This position serves as the primary liaison to government leadership (Program Manager, COR, and ISSM), oversees all PWS deliverables, and ensures assigned systems maintain continuous Authority to Operate (ATO) under DoD and NIST Risk Management Framework (RMF) guidelines.
Responsibilities:
- Program Oversight:
- Serve as the primary interface with the Government Lead, keeping them informed of all program activities, risks, and performance metrics.
- Strategic Planning:
- Develop and execute a comprehensive Program Management Plan that outlines project scope, schedule, budget, and quality control measures to ensure all PWS requirements are met or exceeded.
- Resource Management:
- Direct and control all contractor activities, ensuring the optimal allocation of personnel and resources.
- Oversee staffing to guarantee all positions are filled with qualified individuals who meet the PWS requirements.
- Financial & Risk Management:
- Assume full responsibility for the program’s financial performance.
- Proactively identify, document, and mitigate program risks, and provide timely issue resolution and corrective action plans.
- Deliverable Quality:
- Ensure all contract deliverables are submitted on time and meet the highest standards of quality and accuracy.
Qualifications:
The Team Lead / ISSO must meet the following minimum qualifications for eligibility:
- Education:
- A Bachelor’s degree from an accredited institution in Information Technology, Cybersecurity, Business Management, or a related field.
- Equal experience accepted as substitution
- Certifications:
- Must possess current, industry-standard certifications relevant to specific duties (e.g., CISSP, CompTIA Security+, CCNA, RHCSA, MCSA).
- Certifications must meet DoD 8570/8140 requirements for assigned role (e.g., IAT Level II).
- A current, industry-recognized program management certification (e.g., Project Management Professional (PMP)®) is a plus.
- Experience:
- Must have a minimum of 8+ years of progressive experience in managing complex IT programs for the Department of Defense (DoD), with a proven track record of managing projects of similar size, scope, and complexity.
- At least 4+ years of direct, hands-on experience performing ISSO functions, including preparing RMF authorization packages, managing eMASS workflows, navigating the A&A process, and remediating STIG findings.
- Experience must include budget oversight, staff management, and subcontractor coordination.
- Technical Skills:
- Demonstrated mastery of eMASS, vulnerability scanning tools (e.g., ACAS/Nessus), and security compliance checkers (e.g., SCAP).
- Proven hands-on skills in network and system administration, troubleshooting, COMSEC, and customer support within a secure environment.
- Clearance:
- Must possess and maintain a Top Secret/SCI security clearance.
- Must be U.S. citizen.
