Years of Experience: 10+ years’ experience managing IT contracts focused on software development & system administration; minimum 5 years’ experience as Project Manager supporting Army Military Intelligence (highly desired)

Clearance Level & Investigation: TS/SCI with SBI and ability to attain SI, TK, G, HCS, NATO Secret

Job Description:

Qualifications:

The Program Manager requires the following minimum skills and expertise:

  • 10+ years’ experience managing IT contracts focused on software development & system administration.
  • Responsibilities include task assignment & review, setting project pace, monitoring work-in-progress, & verifying successful completion of deliverables.
  • Must have demonstrated ability to work independently over initiating, managing, executing, & reporting on tasks with minimal oversight.
  • Requires Master’s Degree (Business Analytics, Project Management, Accounting, Finance, or Business Administration) + 12 years direct industry experience OR Bachelor’s Degree (Business Analytics, Project Management, Accounting, Finance, or Business Administration) + 14 years’ experience in same disciplines.
  • Certification in CBA, ITIL, CGFM, CDFM, CCP, CMA, PMP, or CDP desired.
  • Requires TS/SCI clearance with SBI & ability to attain SI, TK, G, HCS, and NATO Secret clearance.
  • Additional highly desired qualifications include:
    • Minimum 5 years’ experience as Project Manager supporting Army Military Intelligence with Degree from accredited institution with strong academic reputation.

Responsibilities:

  • Provide comprehensive program management across all subtask areas, including but not limited to:
    • Program Oversight & Engagement
    • Financial Reporting & Dashboard Delivery
    • Administrative & Operational Support
    • Production Metrics & CDRL Reporting and Compliance
    • Other Direct Costs Tracking & Approvals
  • Actively participate in professional engagements, including meetings, briefings, conferences, seminars, progress reviews, and other relevant events; activities may involve providing management oversight, offering technical expertise, and contributing to cost analysis discussions.
  • Provide real-time contract and financial information to support program oversight.
  • Submit reports detailing contract issues if project falls behind schedule, identifying root causes, and outlining mitigation plan with resolution timeline.
  • Maintain formal risk management and lessons learned program to support continuous process improvement, share results with Government as changes occur and upon request.
  • Deliver Monthly Financial Status Report (MFSR) to serve as key financial and technical status tracking tool, ensuring transparency and accountability throughout performance period.
  • Perform administrative support functions to ensure effective contract execution, including contract financial management, accounting, reporting, precision scheduling, and oversight of mission support operations.
  • Manage tasks, coordinate efficient logistics support, and maintain control mechanisms to ensure operational continuity; ensure timely updates and accuracy across task activities, personnel travel and leave, facility readiness, financial reporting, contract modifications, and procurement actions.
  • Deliver & maintain custom Financial & Resource Management Dashboard (FRM-D) for secure, real-time access to integrated financial, personnel, and scheduling data relevant to contract execution; provide ongoing technical support, periodic enhancements, metrics collection, and training to ensure effective use.
  • Support creation/delivery of all reports, data, & CDRLs, supporting tracking, export, auditing via FRM-D.
  • Track costs incurred by contract personnel & ensure real-time display on FRM-D.
