Qualifications:
- Experience administering Learning Management System (LMS).
- Familiarity with SCORM/xAPI, course shell setup, user account actions, and permissions.
- Ability to perform routine troubleshooting and escalate complex issues to LMS Administrator Lead.
- Proficiency with Microsoft Office and basic data reporting.
- Ability to communicate effectively with faculty, staff, and students.
- At least 2 years’ relevant experience.
- Must have U.S. citizenship or authorization to work in the United States.
- Successfully complete FBI fingerprint check with no adverse findings.
- Have appropriate background investigation initiated IAW DoD and Army policy.
- Comply with all DoD and Army cybersecurity, acceptable use, and information assurance requirements.
- Requires, at a minimum, a favorably adjudicated Tier 1 background investigation, or an equivalent or higher investigation IAW Army Directive 2014-05 to obtain CAC.
Responsibilities:
- Provide LMS Administration & Platform Support to ensure stable, accurate, and responsive LMS operations enabling uninterrupted professional military education (PME) delivery.
- Perform LMS User & Course Administration, managing user accounts, course shells, enrollments, permissions, and LMS configurations.
- Deliver LMS Technical Support for LMS issues, including troubleshooting, ticket resolution, & escalation, to assist instructors, students, & staff.
- Provide Tier I-II LMS support for all USANCOA and SMC resident and DL courses: assist students with access, navigation, and exam issues; support instructors with grading workflows, content issues, and course configuration.
- Coordinate LMS issues with Government IT support when required & escalate issues to appropriate tier for resolution; track issue status using Government-approved ticketing systems.
- Serve as first POC for instructors, staff, & students requiring LMS assistance; respond to LMS inquiries via email, phone, or ticketing system & provide answers to common academic, content, or technical questions (including navigation, access, & basic troubleshooting).
- Create & document incident reports.
- Support migration of content, users, and courses during LMS transitions.
- Provide Academic Operations Support, ensuring accurate, timely, and compliant execution of daily academic functions, academic enrollment, & student record management supporting USANCOA and SMC.
- Support Class & Enrollment Management, including class creation, enrollment, section management, roster updates, & student record corrections.
- Provide gradebook management & grade corrections, exam resets, grade audits, & graduation eligibility verification / processing.
- Support course managers with student record archiving IAW Government guidance, ensuring student data is accurate & reconciled within the LMS; collect, maintain, and report academic metrics, including usage, course activity, student progress, help desk trends, and configuration change requests.
- Support academic projects & initiatives by maintaining work plans, schedules, and status reports; supporting project meetings and maintaining project documentation.
- Support courseware management & content validation to ensure course content is accurate, functional, current, and instructionally sound.
- Assist with creation, modification, and publishing of course shells & learning objects.
- Upload, test, validate, and troubleshoot course content, including SCORM/xAPI packages.
- Support exam creation, updates, item analysis, and troubleshooting.
- Identify outdated content, recommend updates, and maintain version control for course materials; ensure content aligns with Government-provided schedules & requirements and submit all work products for Government review / approval.
- Assist course developers with LMS content packaging issues; support instructors & course managers with content organization, updates, & maintenance.
- Support configuration, testing, and validation of LMS tools, features, and updates to ensure LMS stability, compatibility, and functionality following updates, patches, and integrations.
- Perform configuration checks & support Government-directed configuration changes, conduct compatibility/functionality testing and validation after updates or patches, identify and report issues/risks and required improvements, and support integration of approved tools or plugins.
- Test courseware, SCORM/xAPI packages, and tools to ensure compatibility with LMS.
- Diagnose technical issues, implement corrective actions within scope, coordinate with Government IT staff when required, & document issues/resolutions/trends for analysis.
- Maintain academic continuity procedures to ensure uninterrupted instruction during outages, transitions, or system degradation.
- Perform Data Management & Reporting to ensure accurate, reliable, and compliant academic data supporting PME operations and accreditation.
- Support data cleanup, validation, and reconciliation of student records.
- Train Government personnel, instructors, & course managers on LMS administration, content updates, grading workflows, analytics, and related systems; provide onboarding training for new Government staff.
- Conduct quarterly knowledge transfer sessions for staff.
- Maintain continuity binders, SOPs, quick reference guides, job aids, & knowledge base of procedures, FAQs, & troubleshooting steps.
- Enable Surge & Special Event Support, providing responsive support during high-demand academic events and operational disruptions.
- Provide additional support during major academic events (e.g., SMC transitions, course launches, accreditation visits).
- Support system outages, LMS upgrades, and emergency academic operations.
- Provide Enterprise Learning Capability Support to offer flexible support for any Government-designated learning systems, tools, or academic support capabilities required to sustain PME operations.
- Support Government-designated learning systems, portals, academic tools, or digital resources necessary to enable PME delivery.
- Create, update, and maintain system documentation, operational procedures, usage metrics, and administrative artifacts for Government-designated learning capabilities.
- Support upload, testing, validation, troubleshooting, and version control of courseware or learning content associated with Government-designated systems; may require limited assistance preparing instructional media for upload to ensure they meet compatibility requirements (video/multimedia files), as well as organization & presentation of course materials to support instructors / course managers in maintaining course structure.
- Support academic workflows associated with Government-designated systems, including class setup, enrollment, roster management, student record updates, and reporting; configure tools / features to support academic processes, assist in implementing approved workflows for course delivery, & identify opportunities to streamline academic processes.
- Support transition, migration, or retirement of Government-designated learning systems.
- Provide additional support for Government-designated learning capabilities during major academic events, system outages, upgrades, or operational surges.
