Role: MOCAS Lead Technical Subject Matter Expert (SME)

Education/Certifications: BS in Computer Science, Information Systems, Engineering, IT, or related
Years of Experience: 10+ years’ overall IT experience
Clearance Level & Investigation: Tier 3 or equivalent (ADP/IT-II)
IT Level (AR 25-2): IT-II or NACLC
IA Cert Level (DoD 8570.01): IAT Level II
Computing Environment Certifications: Relevant certification from nationally recognized authority (preferred)
Job Description:
- Responsible for leading technical team in sustainment and maintenance of MOCAS.
- Serve as technical SME providing leadership and guidance for MOCAS team responsible for MOCAS application.
- Oversee day-to-day maintenance and support of MOCAS application to ensure continued functionality.
- Monitor MOCAS performance and address issues proactively to minimize downtime.
- Manage bug fixes, patches, and updates to keep application current and secure.
- Lead resolution of incidents and service requests related to MOCAS.
- Diagnose & troubleshoot complex technical issues, ensuring timely resolution.
- Act as escalation point for unresolved issues and coordinate with other stakeholders as needed.
- Provide technical leadership and guidance to MOCAS team, ensuring alignment with organizational goals.
- Assign tasks, monitor progress, and ensure team meets performance metrics and deadlines.
- Foster collaboration and knowledge sharing within team to improve efficiency and expertise.
- Monitor MOCAS performance using tools and metrics to identify bottlenecks or inefficiencies.
- Implement optimizations to improve MOCAS performance, scalability, and reliability.
- Manage changes to MOCAS, including updates, enhancements, and configuration modifications.
- Ensure changes are documented, tested, and approved before implementation.
- Maintain version control and configuration management to ensure consistency and traceability.
- Conduct regular health checks and audits of MOCAS environment.
- Assist JPMO in creating and maintaining appropriate MOCAS technical artifacts necessary for sustainment.
- Act as primary point of contact for stakeholders regarding application sustainment activities.
- Communicate technical concepts and updates effectively to non-technical stakeholders.
- Collaborate with cross-functional teams, including developers, system administrators, and business units, to address MOCAS requirements.
- Ensure application complies with organizational policies, industry standards, and regulatory requirements.
- Implement security measures to protect MOCAS and data from unauthorized access or threats.
- Stay updated on emerging security risks and best practices to safeguard MOCAS and DCMA environment.
- Define and track key performance indicators (KPIs) for application sustainment activities.
- Provide regular reports to stakeholders on application performance, incidents, and sustainment progress.
- Use metrics to identify areas for improvement and implement corrective actions.
- Provide training and mentorship to sustainment team members to enhance technical skills and knowledge.
- Ensure team members familiar with application architecture, functionality, and sustainment processes.
- Promote continuous learning and professional development within team.
- Maintain disaster recovery plans for MOCAS to ensure data and system availability during emergencies.
- Test and validate recovery procedures to ensure readiness for unexpected events.
- Collaborate with stakeholders to ensure business continuity in case of application disruptions.
- Identify opportunities for application enhancements or modernization to meet evolving business needs.
- Provide technical expertise and recommendations for upgrades or integration with new technologies.
- Support transition of application to newer platforms or frameworks, when required.
Required Minimum Education:
- BS in Computer Science, Information Systems, Engineering, IT, or closely related discipline.
Required Minimum Experience:
- 10+ years of overall professional experience in IT or related field.
- Experience as technical SME leading complex teams and projects a must.
- Must have knowledge and expertise in the following: Application Maintenance and Support; Incident Management and Troubleshooting; Team Leadership, Coordination and Communication; System Monitoring and Optimization; Change Management and Configuration Control; Documentation and Knowledge Management; Stakeholder Communication and Collaboration; System Compliance and Security; Performance Metrics and Reporting; Training, Coaching and Mentorship skills; Disaster Recovery and Business Continuity; System Enhancement and Modernization Support.
Required Clearance:
- Must possess IT-II security clearance or have a current National Agency Check with Local Agency Check and Credit Check (NACLC).
Certifications:
- Relevant certification from a nationally recognized technical authority preferred.
- DoW Approved 8570 Baseline Certification: Category IAT Level II.
