Job Description:
Qualifications:
- Works on high-visibility or mission critical aspects of program.
- Performs all functional duties independently.
- Oversee efforts of less senior staff / responsible for efforts of all staff assigned to program.
- Conducts Onsite Program Management duties as needed to facilitate successful performance.
- Serves as Senior Mission Analyst & performs Mission Assurance analysis.
- Serves as Program Manager & performs comprehensive program management and contract administration support to ensure effective staffing of personnel, submitting contract deliverables, & execution of Mission Assurance tasks.
- Requires an M.A. or M.S. Degree in any field/major.
- Must have 10+ years of work experience in any field/industry.
- Must hold a current/active Top-Secret clearance and have ability to obtain & hold a TS SCI or TS SCI Caveats for duration of program.
- Must be a legal citizen of the United States.
Responsibilities:
Program Management:
- Provide comprehensive program management & contract administration support to ensure effective execution of all support tasks; ensure alignment with Customer priorities, coordination across task areas, schedule / cost control, risk management, & quality assurance throughout contract performance.
- Establish & maintain integrated master schedule aligned to task orders and Government priorities.
- Track performance, milestones, & deliverables.
- Manage cost, labor utilization, & task execution IAW contract requirements.
- Identify, track, & mitigate programmatic / execution risks.
- Elevate issues requiring Government decision or intervention in timely manner.
- Implement internal quality control processes to ensure accuracy, completeness, and consistency of all analytical products, reports, & data deliverables.
- Provide regular status reporting, including program status, risks, & upcoming activities.
- Support Government-led planning, reviews, & decision forums as directed.
- Manage Contractor personnel assignments, onboarding, & continuity.
- Ensure appropriate skill sets are available to support task execution.
- Support planning / execution of individual tasks, efforts, activities, requirements.
- Ensure coordination / integration across Mission Analysis, Risk Management, Assessment Support, & Data Analytics tasks.
Mission Assurance Analysis:
- Provide Mission Analysis & Critical Asset Identification support to enable contract execution IAW DoDI 3020.45 and applicable AF guidance.
- Identify, validate, govern, & maintain authoritative, data-driven understanding of mission-essential capabilities, critical systems, Task Critical Assets (TCAs), Defense Critical Infrastructure (DCI), and their dependencies across enterprise.
Process Analysis and Improvement Deliverable
- Conduct comprehensive analysis of current mission analysis & critical capability / asset identification processes; provide recommendations for improving alignment with intent of DoW.
- Produce professional analytical report for review & adjudication; incorporate Government feedback & directed updates.
- At minimum, report includes assessment of existing mission analysis, mission mapping, & critical capability identification processes; identification of gaps, redundancies, inefficiencies, & sources of inconsistency; evaluation of alignment with DoDI 3020.45 intent & Mission Assurance best practices; & recommendations for improving consistency, repeatability, governance, & analytical rigor.
Mission Assurance Risk Management, Monitoring, & Reporting Support
- Provide risk management, monitoring, and reporting support to enable Customer to coordinate, monitor, and communicate risks to mission execution.
- Manage, coordinate, analyze, & operationalize risk information in support of AF, Joint, and DoW decision-making.
- Enable Government risk program managers & analysts to manage enterprise risk data, coordinate risk response actions, support directed execution activities & provide decision-ready risk information to senior leaders and capability providers.
Mission Assurance Governance, Decision Support, and Automation
- Support Customer participation in DoW / DAF Mission Assurance governance, oversight, & coordination forums, including provision of decision-support and automation capabilities to improve efficiency, transparency, & analytical rigor of governance processes.
- Enable internal coordination / decision-support activities to inform selection, prioritization, & tracking of Mission Assurance courses of action (COAs) prior to engagement in Joint or DoW governance processes and supporting modernization of Mission Assurance governance processes over time.
- Support participation in governance bodies, including Mission Assurance Critical Boards (MACBs), Mission Assurance Senior Steering Groups (SSGs), and other DoW Mission Assurance forums.
- Support and coordinate governance forums to enable senior leader decision-making on priorities, risks, and COAs, including forums involving MAJCOM leadership/stakeholders.
- Coordinate scheduling, preparation, & execution support for governance meetings, reviews, & working groups, including development of agendas, coordination of participants, & preparation of decision-support materials.
- Develop, coordinate, & maintain briefing materials, risk summaries, analytical products, & decision-support artifacts to support governance forums.
- Support analytical workflow enablement & application of decision-support workflows, tools, analytical aids to improve preparation for / execution of governance forums, including automation of data aggregation, risk visualization, COA comparison, and decision traceability.
- Support automation & digitization of governance processes, including tracking of decisions, COA selections, action items, & implementation status across forums.
- Support alignment & integration of decision-support and automation approaches with governance processes, including support to evolution toward more automated or data-driven MACB processes over time.
- Support traceability between internal deliberations, selected COAs, automated decision-support outputs, & subsequent governance decisions.
