Education/Certifications: BA/BS or higher; MA/MS in a related field can be substituted for 3 years of experience; additional years of experience may be substituted for higher education

Years of Experience: 10+ years as an Acquisition Analyst & working knowledge of  DoDI 5000 & Defense Acquisition; MA/MS can substitute for 3 years of experience (7+ years total); may substitute an additional 8 years of related experience in lieu of advanced degree (18+ years total)

Job Description:

  • Assist in the preparation of acquisition documentation, to include but not limited to simplified acquisition management plans, acquisition strategies, acquisition plans, acquisition program baselines, and milestone decision review packages. 
  • Prepare documents IAW DoD policies and procedures for the procurement of material and ensure they are sufficiently complete, accurate, and timely to establish program goals, objectives, and milestones and support milestone decision authority decisions. 
  • Review and analyze the status of each aerostat program, to include program documentation, acquisition phases, timing and scope of decision reviews, decision levels, and acquisition strategies, and make recommendations for tailoring an acquisition approach which best fits the conditions of that program. 
  • Ensure recommendations minimize the time it takes to satisfy the validated need and are consistent with common knowledge, sound business management practice, applicable laws and regulations, and the time-sensitive nature of the user’s requirement.
  • Execute continuous risk management to manage potential risks to ensure the cost, schedule, and performance objectives in the acquisition program baseline (APB) are achieved within program funding; identify and manage program risks, both technical and non-technical, before cost, schedule, or performance impacts occur; provide risk management reports at the request of the Government. 
  • Assist the Government with creating, editing, and reviewing technical documentation to include, but not limited, to program plans, acquisition documentation, and memos.
  • Assist the Government by providing expertise in the development of documentation for the program offices programs to include acquisition requirement package (ARP) documentation.
  • Assist the Government in developing, updating, and reviewing acquisition and logistic documents such as acquisition strategy plans, lifecycle sustainment plans, performance work statements, and item unique identification plans.
  • Support the Government in the development and review of Acquisition logistic documents and provide input in the preparation/writing and coordination of documentation required for program reviews; milestone decisions; program and budget submissions; cost estimates, including program office estimates; cost, schedule, and technical risk evaluations; Office of Management and Budget (OMB) reports; Congressional inquiries; audits; other programmatic documentation, program schedules, information papers, and briefings.
  • Use Government-provided data to plan, develop, review, and provide comments to all appropriate pre-award acquisition documentation and assist in the preparation of ARPs in support of Customer contracts. 
  • Develop and review such documents as acquisition plans, acquisition strategies, PWS / statement of objectives, requests for proposal / requests for quotation, contract data requirements lists, quality assurance surveillance plans, performance requirement summaries, acceptable quality levels, service contract approval requests, proper use of non-DoD acquisitions, requests for information, independent Government estimates, and cost benefits analyses. 
  • Provide reviews and recommendations for all current programs and projects within the assigned portfolio and any future programs and quick reaction capabilities assigned.  Provide expert analysis and recommendation for any contract actions required to meet mission requirements to the Government. 
  • Represent Customer at designated meetings with external organizations to discuss program requirements, contract/project planning, support, and operational needs. 
  • Serve as the Customer interface with other contracting agencies when requested by the Government. 
  • May serve as technical advisors of Contractor proposals to source selection boards.

Qualifications:

  • 10 or more years as an Acquisition Analyst & working knowledge of  DoDI 5000 & Defense Acquisition.
  • BA/BS or higher.
  • An additional 8 years of experience in a related field may be substituted for education.
  • A Master’s degree or higher in a related field may be substituted for 3 years of experience.
