Responsibilities:
- Support overall planning, direction and success of major programs, systems development efforts, and research or technology initiatives with great significance to Customer’s needs.
- Responsible for overall program definition, organization, and direction of short- and long-range plans, including responsibility for formulating, guiding, and directing technical approach; and defining and negotiating with activity and agency personnel for necessary resources.
- Establish and control technical milestones, schedules, budgets, and costs.
- Provide sufficient supervision to ensure all personnel work instructions and schedules originate with Contractor rather than with Government technical office.
- Ensure that personnel are not assigned work instructions and schedules outside scope of contract.
- Direct any perceived conflicts with scope to Contracting Officer and Contracting Officer’s Representative (COR).
- Submit monthly Management Report IAW deliverable requirements.
- Provide a Comptroller Monthly Report (CMR), that includes cost analysis report; labor analysis report; and Accounting Classification Reference Number (ACRN) Report.
- Develop a Plan of Action (POA) for each work area; provide draft POAs electronically to subject matter experts (SME) and COR 30 days before exercise of contract options that affect Level of Effort (LOE) or dollar ceilings.
- Prepare and conduct In Progress Review (IPR) 90 days after contract award and every 180 days thereafter; submit IPR agenda and copy of presentation data addressing status of action items, pertinent issues, and financial analysis.
- Submit meeting minutes, including list of attendees and action items, no later than 5 business days after IPR.
Qualifications:
- Five (5) years of experience in Contract Management.
- Bachelor’s Degree in any technical or managerial discipline (desired but not required).
- An IAM Level II certification, covered by one of the following certifications – CompTIA Advanced Security Practitioner (CASP); Certified Information Security Manager (CISM); Certified Info. Systems Security Professional (CISSP); Certified Chief Information Security Officer (C-CISO); HealthCare Info. Security and Privacy Practitioner (HCISPP); Red Hat Certified System Administrator (RHCSA); Certified Authorization Professional (CAP); or GIAC Security Leadership (GSLC).
- Must maintain a Secret clearance / T3 investigation and be a U.S. citizen.
- Requires skills and knowledge to oversee both technical and administrative aspects of Government contract performance.
- Must provide oversight of timeliness and quality of contract service and data deliverables.
- Must have experience overseeing contract schedule and cost.
- Requires experience managing a team of skilled professional, technical, and support personnel involved in Navy Network systems design, development, test and evaluation, and training of systems.
- Must have demonstrated ability to interface effectively with customers and to deliver quality products on time and within budget.
- Must have demonstrated ability to plan, design, coordinate, control progress of project work to meet sponsor objectives, and manage a diverse technical workforce and team consisting of multiple skill sets.
