The Mid-Level Dissemination Specialist requires the following minimum skills and expertise:
- Must demonstrate expertise and understanding in the following:
- Comprehensive mission knowledge & skills that affirms completion of all developmental training/experiences for labor category.
- Ability to communicate understanding from information that may be incomplete, indirect, highly complex, seemingly unrelated, and/or technically advanced.
- Ability to structure analysis based on trends in reporting & range of analytic perspectives from other analysts, organizations, & intelligence disciplines.
- Ability to work independently with minimal oversight & direction.
- Ability to collaborate & work with other IC members on information sharing, driving collection, & addressing analytic disputes and conflict resolution.
- Ability to develop concise, insightful, & comprehensive products for defense intelligence.
- Ability to lead teams in researching multifaceted or critical problems.
- Provides guidance in selecting, designing, & applying analytic methodologies.
- Uses argument evaluation & validated analytic methodologies to challenge differing perspectives.
- Minimum 8 years’ experience related to specific labor category with at least portion of experience within last 2 years (desired).
- 7+ years demonstrated experience in intelligence discipline working in DoD or IC within last 2 years (desired).
- Intermediate Experience using Microsoft SharePoint 2013+ (desired).

- Requires current DoD Top Secret / SCI Security Clearance with ability to obtain CI poly.
- Additional special qualifications include:
- Prepares & processes movement of appropriately marked intelligence products between security domains.
- Manages sending & posting of products to approved individuals, organizations, & sites, including verification of appropriate clearances & accesses of users.
- Logs potential inadvertent security incidents; utilizes & maintains site SOPs IAW appropriate policy/guidance.
- Ensures timely, accurate, & complete generation/modification of intelligence product metadata consistent with Government-approved standards.
- Uses government-specified tools to generate & modify product metadata (including, but not limited to, Government-developed macro-based solution called Document Dissemination Tool (DDT), Government-developed Create Organize Retrieve and Evaluate (CORE) tool, Government-developed DIA Product Control Numbering Database (PCN DB), & MS Office Suite).
- Performs cross-domain product (as associated material) dissemination on approved networks & registers product(s) into approved intelligence repositories.
- Must hold current DoD TS/SCI Security Clearance with ability to obtain CI polygraph.
Responsibilities:
- Disseminate intelligence products to destination networks based on classification & releasability.
- Record CDTs using removable media in Data Auditing Manager; review entries for accuracy & QC / maintain data logs.
- Record tasks within Task Log accurately with required metrics & complete entries by end of day; tasks include uploading content to SharePoint sites, processing tearlines, or conducting cross-domain file transfers.
- Serve as Data Transfer Agent to provide reliable human review of cross-domain file transfers.
- Ensure proper classified marking guidance used when handling classified information; transfer data to/from U.S. & multinational computer networks observing proper classified handling procedures specific to each network.
- Properly classify & mark all removable media used for cross-domain transfers IAW SOPs.
- Maintain 100% accountability of assigned removable media, including turn in and secure storage.
- Support manual reviews of transferred content to support visual inspection & verification of file content.
- Support virus scanning prior to transferring data to target networks.
- Annotate instructions & special handling requirements in classification of product.
- Report spillage & incident to stakeholders for further guidance.
- Follow all logging requirements as outlined in Army & DoD guidance.
