The Program Manager will serve as the on-site liaison, a technical single point of contact who will work closely with the Government Contracting Officer and Contracting Officer’s Representative (COR), as applicable. This position is located in Kuwait. The PM is responsible for ensuring performance meets all contracting requirements within cost and schedule. The PM will have requisite authority for full control over all company resources necessary for contract performance and authority to approve task order modifications in emergent situations. The PM is also responsible for: personnel management; management of Government material and assets; and personnel and facility security.
Qualifications:
The PM must have the following minimum qualifications:
- Must be DoD 8570.01 M compliant for IAM Level III.
- At least 5 years’ experience in a combatant command in IT Project Management with a minimum of 10 years’ overall project management experience.
- Must hold an active Secret Clearance
- Must obtain a certification as Project Management Professional (PMP) within 1 year of appointment.
- Bachelor’s Degree required – may substitute additional years of experience in lieu of advanced degree
- Additional 4 years of experience with Associate’s Degree
- Additional 8 years of experience with High School Diploma
Responsibilities:
- Plan, manage, monitor, and support contract to ensure all deliverables are produced, maintained, and executed; supports on-site at Customer compounds in Camp Arifjan, Kuwait and Shaw Air Force Base, SC.
- Provide program/project planning management support to ensure compliant engineering and technical support and maintain effective project communications with project lead and principal personnel in project environment.
- Prepare and maintain Project Plan, which lists activities, tasks, assignments, milestones and performance metrics for work performed.
- Prepare and maintain Quality Control Plan (QCP), used to ensure systematic quality assurance methods used in oversight and administration of team’s performance.
- Prepare and provide management reports to present substantive project cost, schedule, and performance data for all services rendered.
- Present travel requests as needed to perform work.
- Inform COR of any performance that may be affected by personnel absence (leave, Rest and Recuperation (R&R), sick, termination, etc.).
- Provide monthly invoice information and daily personnel status report.
- Provide reviews, analyses, presentations, evaluations, reports, recommendations, and documentation to support program cost, schedule, and performance requirements.
- Monitor and/or review products or work efforts.
- Support process improvement for organization, effective processes that identify process strengths and weaknesses; provide recommendations to change weaknesses into strengths.
- Manage highly complex IT projects; convey accurate and timely project status; efficiently manage large advisory requirements.
- Understand and communicate requirements and inter-dependencies/inter-relationships of programs.
- Work with COR and Technical Representative (TR) to review, analyze, and develop processes for cyberspace, Enterprise Architecture, Knowledge Operations; review functional areas for process improvement.
- Provide personnel resources, adequate contract and management systems, and facilities to successfully meet, plan, organize, staff, direct, and control implementation of all contract requirements.
- Provide personnel with appropriate level of staffing to meet requirements for support described in functional task areas.
- Furnish all management, labor, tools, supplies, and materials necessary to perform requirements.
- Provide Government access to Contract status, maintenance problem report or trouble ticket status, site configuration information to include “as shipped” configurations, engineering change proposal status, all software, source code, and documentation.
- Participate in Program Management Reviews and ensure compliance with all standards.
- Support stakeholder meetings, staff meetings, engineering meetings, and other program meetings.
- Develop and follow Management Plan that includes technical approach, organizational resources and management controls employed to meet cost, performance and schedule requirements throughout task execution.
- Support Program Management Documentation, including development, maintenance, and submission of monthly Cybersecurity Workforce (CSWF) Report and all required Quality Control documentation.
