TEMPEST Manager

The TEMPEST Manager will assist with the management oversight and execution of the TEMPEST program, and serve as the focal point for theater TEMPEST issues.

Responsibilities include:

  • Complete TEMPEST assessments for A6-owned classified processing areas (CPAs)
  • Assess classified processing areas and ensure countermeasure compliance in accordance with AFSSIs 7700, 7702 and AFMAN 17-1301 (and future publication releases)
  • Complete annual TEMPEST countermeasure compliance reviews for A6-owned CPAs
  • Provide TEMPEST guidance and assistance to command staff and subordinate cybersecurity offices
  • Draft TEMPEST policy and instructions for review and approval by A6
  • Implement and distribute AF TEMPEST policies and procedures, Emission Security Information Messages (ESIMs), TEMPEST Information Messages (TIMs) and training information provided by the Air Force Certified TEMPEST Technical Authority (AF CTTA)
  • Travel OCONUS in support of Expeditionary Wing TEMPEST requirements and provide support for geographically separated units/forward operating bases (GSUs/FOBs)
  • Assist personnel at all levels with the technical aspects of applying countermeasures
  • Provide training to Wing TEMPEST technicians, if they have not completed formal training at Keesler AFB, Mississippi
  • Assist Wing TEMPEST Managers by reviewing assessments for compliance prior to submission to the AF CTTA office
  • Maintain records of all TEMPEST assessments and countermeasure reviews
  • Complete new TEMPEST assessments of CPAs when a local Expeditionary Wing TEMPEST Manager is unavailable
  • Assess classified processing areas and ensure countermeasure compliance in accordance with AFSSIs 7700, 7702 and AFMAN 33-214 Volume 1 (and future publication releases)
  • Document assessment/countermeasure reviews on the required forms and supporting artifacts and coordinate any corrections with users as required by the AF CTTA
  • Complete annual TEMPEST countermeasure compliance reviews
  • Perform command Staff Assistance Visits (SAVs) to ensure compliance with AF and TEMPEST policy at each installation
  • Conduct technician/user training, and review procedures, policy compliance, resource availability, records management, local training products, and security/program shortfalls
  • Brief commanders and supervisors on TEMPEST assessment/inspection expectations, results, and recommendations
  • Review expeditionary wing Protective Distribution System (PDS) plans for AF policy compliance prior to submission to the AF CTTA Office and ISSM
  • Review and coordinate countermeasure waivers and exemptions from the AF CTTA for submission to the A6
  • Maintain a file of all active temporary and permanent countermeasure exemptions/waivers
  • Provide advice to commanders, specialists, supervisors, and users of countermeasures required to adequately protect classified information and what deficiencies exist for their information systems
  • Review theater program, contracts, and requirement documents for TEMPEST compliance and countermeasures that call for the processing of classified information, and advise command staff and program managers of requirements for classified contractor facilities, project support agreements (PSA), project packages, and installation plans, including revisions
  • Attend planning meetings for new equipment procurement, installation, or reconfiguration of existing facilities that process classified information
  • Provide TEMPEST countermeasures for new facility construction or upgrade projects
  • Provide engineering and installation personnel with countermeasures requirements for information systems
  • Assist wing civil engineers in planning new facilities, or reconfiguring existing facilities, that process classified information to users
  • Advise the wing civil engineers of any countermeasure‚Äôs requirements for new construction or upgrade projects
  • Review, edit, comment, and analyze documents, and recommend corrections/changes
  • Prepare briefs and present oral presentations to update the Government on the status of actions

Candidate Requirements: Experience may be used in lieu of higher education. Candidates without advanced degree must have 7+ years’ of TEMPEST experience and comprehensive knowledge of TEMPEST, physical, information, and cyber security policies. Candidates with a BS in related field must have 5+ years’ TEMPEST experience and comprehensive knowledge of TEMPEST, physical, information, and cyber security policies. Candidates with an MA/MS in related fields must have 3+ years’ TEMPEST experience and comprehensive knowledge of TEMPEST, physical, information, and cybersecurity policies.

Candidate must also have the following certifications: Air Force TEMPEST Manager Course, TEMPEST Fundamentals (NTS), Red/Black Installation Guidance (NTS)
