Job Description:

Qualifications:

  • Position requires a Secret clearance.
  • Responsible for overseeing KM related projects, developing digital tools and workflows, sustaining content management requirements, developing, and improving the organization A365 and MS Teams environments, and the day-to-day operation of the KMO office.
  • Under general supervision, has duties of instructing, directing, and checking the work of other project engineers.
  • Responsible for completion of engineering projects within budgetary & scheduling guidelines.
  • Leads a group of engineers, analysts, and/or technicians assigned for the duration of a project or may function as ongoing lead within a group of engineers associated with one or more technical areas within the telecom function (such as, network design, engineering, implementation, or operations/user support).
  • Does not have formal supervisory responsibilities, although may provide input for (project) team member performance appraisals.

Responsibilities:

  • Support organization of pre-deployment release notes, documentation, records, and artifacts for archival in the change management and KM repositories.
  • Support collection of appropriate system T&E records, reports, and artifacts  to be considered for document injection in the KM repositories.
  • Maintain on-line CM and KM.
  • Support development and maintenance of architecture repository to house physical and logical network topography diagrams and other relevant document.
  • Analyze and develop new or improve existing staff processes; identify inefficiencies and provide recommendations for process improvement; develop draft governance documents.
  • Oversee daily operations of KMO, including speaking on behalf of the KMO when not present, responding to KM-related emails directed at KMO, and providing information to staff and subordinates in KM-related efforts.
  • Provide technical and advisory support in implementing improved processes to gain efficiencies, such as new  dashboard and reporting requirements, automating hard paper copy staff processes, or new methods of tracking strategic level events and efforts within the command.
  • Implement improved business processes, including KM tools and products, and pass solutions to appropriate POCs for review.
  • Provide content Management, SharePoint Online/Army 365/DoD365-SEC Capability Development, and Software Configuration.
  • Create and maintain SharePoint pages, sites, and web parts, to optimize SharePoint capabilities and support staff requirements; provide business solutions consisting of interconnected SharePoint lists/web parts and other databases to organize content and facilitate user data retrieval and reports development capabilities.
  • Collaborate with G-6 personnel managing all aspects of a KM solution are technologically feasible, legal, and integrated properly with network architecture, and aligned with Cybersecurity policies and procedures.
  • Provide initial user training for all new applications and technological tools to establish user understanding and usage by the Command Group and the Office of the KMO.
  • Create SharePoint/TEAMS webpages, web parts, customs lists, document libraries, and other tools available within the SharePoint Online suite in Army 365/DoD365-SEC; manage permissions, views, filters, and apply custom calculated fields, reports, and workflows to sustain content management requirements.
  • Manage Command Group SharePoint site collection, including subpages, lists, and document libraries and permissions groups; update no less than weekly, the Key Leader Availability Report, bi-weekly the ETMS2 late task report, and twice per month, the CG SITREP Page.
  • Manage the A365 SharePoint Homepage on both SIPR and NIPR; maintain all links are current, and all featured homepage content is updated no less than once a week for news and announcements, and whenever other updated content is provided by the staff.
  • Leverage MS Power BI, MS Power Apps, and MS Power Automate to create metrics, data visualizations, and dashboards, workflows, applications, and other technical products upon request by senior leadership; must have experience with MS Power BI, MS Power Apps, and MS Power Automate to create metrics, data visualizations, and dashboards, workflows, applications, and other technical products to perform this task.
  • Provide hourly O&M support for the HQ ETMS2 interface; support includes administration of the ETMS2 application, adding and removing user accounts troubleshooting user issues, creating, and removing organizational teams, and tracking the number of users to maintain compliance with license requirements; provide this service in both NIPR and SIPR environments.
  • Provide Tier one and Tier two support to HQ and direct subordinate units for administrative and organizational upkeep, issue resolution, configuration, and version upgrades of the ETMS2 tasking solution; provided in person or telephonically, through Online Collaboration Tool, or other virtual needs.
  • Provide a weekly close out report to the Chief of KM as to all ETMS2 actions taken that day, including users created/disabled, teams created/disabled, any adjustments to the organizational hierarchy, and all personnel who received support from the contractor during the duty day.
  • Develop and maintain an ETMS2 information SharePoint Page for use by the Staff and direct subordinate units, including points of contact for support, how to guides, ETMS2 training schedules, and any other useful information related to ETMS2 environment by the Chief of KM.
  • Provide live training (Via TEAMS) to staff and DRU’s in both basic and advanced ETMS2.
  • Use separate format to train tasks/staff actions provided by KM Chief during MS Teams instruction.
  • Provide sustainment support to direct subordinate units, including updating organizational structures, user accounts, and filtered views for subordinate units.
  • Liaise with subordinate units to facilitate understanding, business rule development, overall re-implementation.
  • Liaise with HQDA ETMS2 Tier 3 support to resolve issues outside of Tier 1 and Tier 2.
  • Manage with the implementation and sustainment of the Content Management strategy and implementation plan, including identifying best practices, control measures, and providing data on performance measures.
  • Provide solution that enables end users to organize their content in a way that is not only efficient but is easy to use and find for future reference which requires a deep understanding of how web parts are connected and can be used to share information,
