Information Systems Training Specialist – Senior

  • Responsible for generating and providing instructor-led training to students, staff, and faculty in Blackboard and applicable third-party add-in enhancement software.
  • Assists application development team to build and maintain integrated online training products and FAQs for supported systems.
  • Implements LLC Manager’s training plan.
  • Creates and documents training policies and procedures.
  • Provides Blackboard subject matter expertise and management of Blackboard domains, content collection library, and building blocks used to extend functionality.
  • Develops and documents processes to identify the best use of Blackboard tools and features for training and education materials and courseware, and processes and routines to effectively load into Blackboard.
  • Provides staff/faculty training, process improvement, and drafts policies and procedures for Blackboard operations.
  • Conducts remote site training, local training sessions, and virtual training sessions on LLC applications.
  • Works with video medium, recording moving images on tape, disk, or other digital/electro-mechanical device, or live broadcasts.
  • Provides camera, lighting, and other aspects to create video footage for upload onto portal and/or incorporation into virtual training packages.
  • Builds courses in ATRRS to match courses on proponent Blackboard application and accommodate push and pull of student information between systems.
  • Creates courses in ATRRS for new proponent courses and retroactively creates and adds current courses and course cohorts to ATRRS.
  • Pulls limited student rosters from ATRRS, batch-enrolls into Blackboard, and assists course managers with process as necessary.
  • Pulls limited student rosters from school-specific area of Blackboard application and batch-enrolls students into ATRRS.
  • Ensures student data is consistent between systems.
  • Provides graduation information to course manager or other assigned organizational POC and archives student records.
  • Creates and maintains organizational system for archive of student records.

Fort Eustis Employee:

  • Maintain Web Portal capability, Support Desk and Digital Library functionality, Student Management (database) and Extension Campus support capability, and content management capabilities that facilitate sustainment of enterprise training centers.
  • Execute Lifelong Learning Concept at enterprise level.
  • Update and Maintain Fort Eustis LLC Standard Operating Procedures (SOPs).
  • Develop and submit recommendations on evolving education and training concepts pertaining to continuous IT education and training.
  • Collect data and maintain records on user metrics, including time of day use occurs, to include periods of peak activity; number of active users on system; end user training conducted; total number of courses on Fort Eustis LLC Bb system; total number of users on system; number of courses per Domain on system; number of students per Domain on system; Training Help Desk trouble tickets; feedback through polls and surveys; current configuration change requests; other requirements as identified.
  • Collect data and maintain records on system metrics, including system down-time; time of operation under continuity of operations procedures; bandwidth utilization; and other requirements as identified.
  • Collect data and maintain records for manpower resources used to create knowledge objects or system enhancements; instructor-student hours to deliver end user training for Fort Eustis LLC system applications; resource scheduling; and other requirements as identified.
  • Train Government Instructors and Training Developers on use of academic content development/management applications.
  • Integrate Guard/Reserve units’ concerns/expertise into Lifelong Learning material development efforts.
  • Provide Subject Matter Expertise (SME) and technical expertise in support of Commercial Lifelong Learning Enterprise (CLLE), hosted on AWS GovCloud.
  • Administer the Learning Management System (Blackboard Learn™) in a cloud computing hosted environment in support of all schools associated with CGSC and Army U.
  • Manage and administrate Blackboard Learn™ Web- Based Application and provide advice on best use in support of curriculum management and academic execution.
  • Must be capable of administrating Blackboard Learn™ and associated Blackboard application as future versions are released.
  • Must have at least 3 years’ expertise with Blackboard Learn™ application, SQL database administration, and data import/export using SQL.
  • Must be Blackboard Certified Trainer.
  • Support includes, but not limited to, establishing course and domain level administration accounts, creating courses in Blackboard Learn™, managing content collection in Blackboard Learn™, configuring application settings to optimize performance, batch enrolling users into courses, gathering data in response to ad hoc queries, and configuring and maintaining add-on building blocks in Blackboard Learn™.
  • Execute user requests within 3 business days or provide plan of action for completion of tasks requiring more than 72 hours of response time.

Charlottesville Employee:

  • Provide design and implementation of TJAGLCS DL services to support developers and students.
  • Support includes non-courseware specific tasks like webpage and graphics development, training outside of course structure, and improvements to user interface to better organize and present training and educational materials.
  • Provide Support to users of online systems and programs associated with TJAGLCS dL Program.
  • Develop and submit recommendations on evolving education and training concepts for continuous IT education and training.
  • Create, program, modify, and maintain games, simulations, and mobile applications.
  • Create game and simulations graphics for delivery via web.
  • Create, modify, and maintain web graphics and pages for use with LCMS to enhance UI, organize courseware and training materials in support of JAGC KM efforts.
  • Build courses in ATRRS to match courses on proponent LMS to accommodate push and pull of student information between systems.

  • Assist with drafting ETDL responses to users requesting waivers and exceptions as described in current ETDL policies and procedures, and recommend changes as needed.
  • Must have proficiency with following technologies, including but not limited to: SharePoint, Blackboard Learn™, Adobe Presenter, Sonic Foundry Media Site, Respondus, Adobe Captivate, Camtasia, Defense Connect Online, Defense Collaboration System, Liferay, Lotus Notes, various web-building and graphics software and Army systems to include ATRRS, RITMS and SABA; Sharable content object reference model (SCORM) compliance requirements; and application development software for TJAGLCS (such as, Unity, VBS3).
