Qualifications:
- Security Clearance – at a minimum, a current SECRET security clearance.
- Assists in formulating and defining systems scope and objectives through research and fact-finding combined with a basic understanding of business systems and industry requirements.
- Includes analysis of business and user needs, documenting requirements, and revising existing system logic difficulties as necessary under direction of experienced Business System Analysts.
- Must be competent to consider most business implications of the application of technology to the current business environment.
- Requires experience in both Agile Client and COP database products to include downloading imagery, overlays, and placemarks.
- Must possess functional understanding how a Command uses COP and the requirements to receive the Common Operational Picture from USSTRATCOM and NMCC.
- Requires experience with Redhat, Linux, and Unix products as they relate to GCCS-J software.
- Works with the Joint Support Service Center (JSSC) for software upgrades as they are produced and distributed by the GCCS-J Program Management Office (PMO).
Responsibilities:
- Develop short and long-term IT plans by identifying specific technology solutions, technology refresh opportunities and recommendations to meet mission requirements.
- Develop and manage Lifecycle Management Plan.
- Apply agile methodologies to all changes, releases, and initiatives.
- Plan, prototype, and test proposed server and workstation configurations prior to deployment.
- Install, relocate, and finalize configurations as servers and workstations are installed.
- Coordinate fielding implementation schedules with IMO or affected parties.
- Submit Requests for Change for all actions as defined per Change Management Policies.
- Provide acceptance criteria and testing summary for GOCO equipment.
- Perform user acceptance, performance, accessibility, security, and system testing.
- Provide pre-deployment release notes, documentation, records, and artifacts for release update and archival in the change management repository.
- Review problems and known errors identified during development/testing and collaborate with local divisions to determine solutions and disseminate to Customer.
- Define release plans that consist of roll out plan, production support, roles, and responsibilities for each action listed.
- Deploy all approved changes, emergent upgrades, enhancements of GFE, COTS, GOTS systems.
- Develop network infrastructure designs, dataflow diagrams, perform bandwidth analysis, ensure IA compliancy, create BOM, conduct impact, assessments, conduct network surveys, perform system integration and interoperability assessments, and provide appropriate system T&E records, reports, and artifacts to be consider for document injection for RMF and Army Records Information Management System (ARIMS) Records Repository.
- Provide resource support for network troubleshooting in conjunction with Network Owner, application installation and integration, system performance and patch deployment developments.
- Confirm IA compliancy criteria and requirements are accomplished during the performance of hardware/software testing and integration.
- Analyze, identify, and report all network associated problems.
- Confirm future solution implementation meets compatibility/interoperability standards and maximizes network performance; plan, implement and validate compatibility, interoperability, and compliance of all evolving protocols.
- Provide both local and remote site technical support to include pre-deployment assessment, system diagrams, topologies, technical documentation, and coordination of external support.
- Evaluate the impact of proposed changes on hardware, software, operations, and personnel and provide trade-off analysis of alternative designs.
- Document all benchmarks, milestones, test results; provide implementation guidance.
- Perform bandwidth, optimization, performance analysis; confirm captures thoroughly documented.
- Perform market research to identify emergent technologies and advancements; submit all findings to the customer for review and approval.
- Utilize the automated government routing system, provide test plans, prior to project start date, for government review and approval.
- Develop a test report outlining application overview, testing scope, items not tested, metrics for number of test cases passed/failed, number of defects identified, their status and severity, type of testing performed, test environment and tools utilized, lessons learned and recommendations.
- Perform QA planning and testing of all products prior to delivery.
- Provide Fielding, Integration & Testing for systems on the Customer networks; includes planning, feasibility, and operational testing of systems configurations prior to installation, installation, relocation, and final configuration to ensure systems maintain functionality.
- Install servers and migrate and update applications from physical and virtual platforms based on requirements; diagnose and correct common hardware and software problems on all GFE; provide industry best practice to maintain and configure various collaboration unique solutions.
- Verify hardware and software testing and integration complies with applicable government regulations, policies, and standards.
- Maintain IT local and remote networks such as alternate routes, Pentagon databases, etc.
- Monitor systems for GCCS and provide service availability reporting to Government lead.
- Provide status reports on system updates and failures daily, weekly, and monthly.
- Track and report on all Authorized Service Interruptions impacting HQ systems.
- Support enterprise network monitoring.
- Provide Tier 2 support to database systems; provide VIP monitoring and problem resolution.
- Provide cyber vulnerability remediation.
- Perform imaging of computer systems.
- Interface with outside organizations and users who have oversight of the DoDIN-A.
- Provide system administration for infrastructure which comprise classified/unclassified networks.
- Must be trained and certified relevant to equipment and technology being supported, including Windows server OS with a few UNIX/LINUS servers on the classified and unclassified networks; servers operate in a Microsoft Windows Network Infrastructure and consists of various UCS supporting, wireless, GCCS-J Enterprise Primary and COOP systems, Enterprise Backup Storage system (NETAPP), SAN, Nagios and enterprise databases and other architectures.
- Install, integrate, upgrade, operate, optimize resources, and administer servers or systems in a holistic approach; identify, analyze and resolve problems with the OS or user operations through diagnostic equipment.
- Install, upgrade, operate, administer, and delete various applications which are no longer utilized; profile users, assign access rights, monitor usage, and take appropriate actions.
- Perform maintenance operations; employ login control, CAC enabled login verification, violation audit trains, and virus detection; provide touch labor for servers and applications.
- Install, configure, and relocate hardware including servers, switches, gateways, boards, memory, disk drives, CD-ROM, DVD, SSD.
- Install, test, and maintain servers, including the installation of software releases, firmware release, upgrades, and patches.
- Provide network management, resolve user problems; provide user guides & aids to system owners.
- Coordinate with service NEC to configure and modify physical and logical components of existing systems; provide performance monitoring.
- Add and upgrade hardware and applications locally on-site.
- Comply with IT management policies regarding IT Operations, such as Change and CM.
- Execute system accounting capability functions to collect information on resource usage, including, at a minimum, system user account number, session establishment time, duration of each session, amount of server resources used, system exceptions, and problems experienced.
- Perform total system performance evaluation for the purpose of recommending changes to programs, procedures, and equipment configuration ISO and future implementation.
- Install, test, and maintain applications and associated OS and communications releases, upgrades, and patches for current application platforms.
- Provide CD-RW/DVD media to remote sites and vendors for the purpose of installing current releases, segments, and patches.
- Conduct daily operational check of all systems and applications and provide report to Leadership by 0700 local time each morning.
- Maintain cybersecurity compliance; includes lAVA and STIG compliance for all components.
- Maintain and operate closed restricted networks and standalone information systems, comprised of production and closed systems which support specific functions for HQs and other emerging requirements approved by HQs G6.
- Maintain all components of the Enterprise Cross Domain Solution (i.e., drop off and pickup login, updating appropriate blacklist).
- Test and validate CDS interoperability with customers and external agencies; following the execution of tests/validation, document and report results.
- Provide administrative services to develop, compile, edit and submit reports using standardize templates, cybersecurity technical results and test cases.
- Provide administrative services to CDS SMEs.
- Monitor, script applications, and OSs to ensure resources are readily available for the user community from the desktop.
- Change IPs when directed by DISA.
- Maintain daily operations of the Secure FTP servers to ensure high availability and to ensure quick failover to an alternate site in the event of catastrophic systems failure.
- Coordinate all changes to file share with the local and remote user and system support community for synchronization.
- Escalate any mission command problems that cannot be resolve locally to the CDS Management Center, DISA or any other coordinating support agency.
- Maintain an active CDS account and server documentation.
- Keep contract management and government oversight informed of user problems and operational conditions that impact accomplishment of mission; provide annual renewal memorandum.
- Provide Systems Management Center (SMC) support to serve as the central management hub providing administrative, operational, and maintenance support for all aspects of the IT enterprise for both classified and unclassified networks.
- Manage all aspects of the infrastructure to include hardware and software GFE for the SMC.
- Monitor, manage, and operate components that make up such as the switches, hubs, protected distribution systems, external system interfaces, servers, and workstations on a 24×7 basis; serve as the crisis management center providing a single cell for coordination and support during these emergency periods.
- Interface with other agencies such as Fort Liberty NEC, National Military Command Center (NMCC), DISA, NETCOM, and RCC-C to assure efficient and secure network operations.
- Prepare and maintain written guidelines and SOPs to include user guides, knowledge repositories, incidents, and changes to the system.
- Conduct all OS related maintenance on infrastructure servers.
- Maintain log servers in support of security monitoring and provide reports as requested by government personnel.
- Research and submit RFCs relating to server implementation, updating and requirements prior to RFC implementation.
- Responsible for updating all infrastructure topology for applications managed in environment.
- Provide updates to any software changes to the Definitive Media Library within 3 days post installation to include required updates to CMDB.
- Provide, hardware and software maintenance on government-furnished parts and enforcement of warranties, for all components (networked and stand-alone).
- Return all failed Hard Disk Drive to Customer for replacement IAW AR 25-2; perform site visits to replace failed hard drives as requested by the Customer.
- Perform Fault Management; identify system and network malfunctions, analyze, and take corrective actions; create, track, and maintain a trouble ticket database using ServiceNow, or other designated approved system, of all problems and solutions; and notify appropriate points of contacts if problems exceed identified standards as defined by the COR.
- Perform Software Distribution; distribute approved SW to the servers and workstations as requested by the Customer; monitor all SW pushes to successful completion by NEC using their SCCM instance; maintain record of all SCCM, or other type of method used for SW pushes by NEC and develop a process for patching of low-density 3rd party SW not covered by the NEC SCCM; use GFE tools as approved by the O-ISSM or ISSO.
- Utilize a variety of planning tools to support hardware inventory, software inventory, compliance checking, and reporting.
- Utilize a variety of deployment tools to support electronic software distribution; integrated inventory; rules-based software distribution; scheduled SW distribution; unattended SW installation; integrated status; and diagnostic tools for remote diagnostics.
