- Oversees day-to-day operational planning, execution, and evaluation of web-based multi-user, multi-hierarchy application.
- Serves as principal point of representation and liaison with external constituencies on operational matters and provides day-to-day technical/professional guidance and leadership as appropriate.
- Requires 7+ years’ experience leading training sessions / lead instructors experience within a classroom environment or equivalent.
- Requires demonstrated experience in leading a team to develop ARTIMS training program scenario- based POIs; including mobile training team training packages, Application Users Guide, Executive level overviews.
- Candidate must be a High School graduate.
- Security Clearance –SECRET.
- Must have a working knowledge of US Army, including active force, ARNG and US Army Reserves training, contemporary on Army readiness and force generation concepts (current is ReARMM – Regional Alignment for Readiness and Modernization Model).
- Must have demonstrated experience in contract management deliverable management.
- Requires demonstrated experience as a Team Leader of technical oriented experts.
- Ensures ARTIMS Cybersecurity tasks are fully coordinated by and with Cybersecurity Lead.
- Attends meetings as required to support the cyber security posture of the ARTIMS program.
Responsibilities:
- Develop short and long-term IT plans by identifying specific technology solutions, technology refresh opportunities and recommendations to meet mission requirements.
- Develop and manage Lifecycle Management Plan.
- Apply agile methodologies to all changes, releases, and initiatives.
- Coordinate fielding implementation schedules with IMO or affected parties.
- Submit Requests for Change for all actions as defined per Change Management Policies.
- Perform user acceptance, performance, accessibility, security, and system testing.
- Provide pre-deployment release notes, documentation, records, and artifacts for release update and archival in the change management repository.
- Review problems and known errors identified during development/testing and collaborate with local divisions to determine solutions and disseminate to Customer.
- Define release plans that consist of roll out plan, production support, roles, and responsibilities for each action listed.
- Deploy approved changes, emergent upgrades, enhancements of GFE, COTS, GOTS systems.
- Develop network infrastructure designs, dataflow diagrams, perform bandwidth analysis, ensure IA compliancy, create BOM, conduct impact, assessments, conduct network surveys, perform system integration and interoperability assessments, and provide appropriate system T&E records, reports, and artifacts to be consider for document injection for RMF and Army Records Information Management System (ARIMS) Records Repository.
- Provide resource support for application installation and integration, system performance, and patch deployment developments.
- Confirm IA compliancy criteria and requirements are accomplished during the performance of hardware/software testing and integration.
- Analyze, identify, and report all network associated problems.
- Confirm future solution implementation meets compatibility/interoperability standards and maximizes network performance; plan, implement and validate compatibility, interoperability, and compliance of all evolving protocols.
- Provide both local and remote site technical support to include pre-deployment assessment, system diagrams, topologies, technical documentation, and coordination of external support.
- Evaluate the impact of proposed changes on hardware, software, operations, and personnel and provide trade-off analysis of alternative designs.
- Document benchmarks, milestones, test results; provide implementation guidance for documents.
- Perform bandwidth, optimization, performance analysis; confirm captures thoroughly documented.
- Perform market research to identify emergent technologies and advancements; submit all findings to the customer for review and approval.
- Utilize the automated government routing system, provide test plans, prior to project start date, for government review and approval.
- Develop a test report outlining application overview, testing scope, items not tested, metrics for number of test cases passed/failed, number of defects identified, their status and severity, type of testing performed, test environment and tools utilized, lessons learned and recommendations.
- Perform QA planning and testing of all products prior to delivery.
- Provide Fielding, Integration & Testing for systems on the Customer networks; includes planning, feasibility, and operational testing of systems configurations prior to installation, installation, relocation, and final configuration to ensure systems maintain functionality.
- Diagnose and correct common software and application programs on all GFE.
- Verify hardware and software testing and integration complies with applicable government regulations, policies, and standards.
- Maintain ARTIMS application.
- Perform approved SW updates and validate functionality and troubleshoot.
- Apply adjustments and changes that result from business rule changes to existing functions.
- Schedule routine updates per release as provided by the manufacturer.
- Perform Functional Proponent IAW the G-6 MSD CM Plan.
- Perform activities required to maintain and release application and its associated databases in classified and unclassified web application production environments IAW the G-6 MSD CM Plan.
- Document and notify COR of maintenance requirements outside scope of effort.
- Maintain application based on the prioritization of effort established by the FC AG3TR.
- Provide ARTIMS support to include Request Fulfillment and Incident Response.
- Perform user account administration within two working days.
- Release patches to correct urgent/emergency incidents & technical operating mandates.
- Comply with AR 350-1 to direct GUI changes and some process changes within the ODT process; model the process and workflow as set out by HQDA Guidance and Customer Exercise Sourcing Business Rules.
- Conduct analysis and planning for functionality updates, Service Packs, Releases, implementing approved interfaces, policy changes and responding to ease-of-use improvements; verify core function always remains operational which is visibility of force requests, their status and last attributable change to status of a force request.
- Conduct A&P to continue existing interface.
- Collaborate with the AST team and ARTIMS Leads to maintain the current web services which provides Mission Support and Training Engagement ARTIMS information to AST.
- Provide system status weekly.
- Perform functional policy or business process analysis in the development of functional requirements for the application to maintain system functionality.
- Follow Change Management procedures as specified in Configuration Control Guidance.
- Perform QC assurance planning and end-user testing and evaluation to verify the product is performing as advertised.
- Diagnose problem reports within 2 working days.
- Perform application assurance In-stride while applying vendor Patches and Releases; complete all required reviews prior to approaching Weekly Change Board for approval to deploy.
- Perform QC assurance planning and reviews of all products to verify the product is performing as advertised prior to delivery to COR.
- Manage and process problem reports from the user community and validate policy- related change requirements, requests for enhancements, and validation of associated releases received by the manufacturer to verify compatibility with the network.
- Every 6 months, conduct a Continuity of Operations on-site test for NIPRNET and SIPRNET instances of ARTIMS; document results by memo to ACOR.
- Develop and maintain all ARTIMS documentation including requirements specification documents, SW design documents, RMF Artifacts, release announcements, training materials, STIG compliance documentation and User’s Guide; submit each document as substantially complete at delivery; update documentation as required to keep it current.
- Prepare system documentation, to include the maintenance of online help features within one calendar month of deployment of application functions or GUI.
- Update User Manual and post to the ARTIMS Library within 60 days after each application change requiring users to follow different sequence or to use different ARTIMS features.
- Provide technical guidance to users.
- Provide ARTIMS familiarization training to new users upon request.
- Deliver “refresher” and “new” user training to audience of ASCC training and exercises team on-site or remotely.
- Provide training to field users for major revisions to functionality or GUI; develop and maintain courseware for training
- Update course material training slides and post new materials to the ARTIMS Library within 90 days after each application change requiring procedural changes.
- Notify the COR of any requirements for COTS products and purchases needed to support ARTIMS maintenance and development.
- Demonstrate experience managing artifact development, documentation and associated tasks supporting RMF.
- Advise team to achieve ATO and establish ARTIMS as a cloud ready system.
- Demonstrate knowledge of E-MASS to make and keep updated ARTIMS EMASS entry as Assess.
- Fully coordinate ARTIMS Cybersecurity tasks by and with Cybersecurity Lead; participate in meetings and planning sessions.
